A Westchester County police officer arrested two people on burglary charges after witnessing suspicious activity at a home in Cortlandt. Gina Shipman, a 36-year-old Verplanck resident and James Simmons, a 49-year-old Cortlandt Manor resident, were each charged with burglary in the 3rd degree, criminal possession of stolen property 4th degree and grand larceny 4th degree, all felonies; and possession of burglar tools and criminal mischief in the 4th degree, all misdemeanors.
